Sherman purchases continue

In 1891 the Sherman purchase duty is in force. It is not free coinage at 16 to 1. Repeal comes in the panic year 1893.

The Sherman Silver Purchase Act of 1890 is still the law. The Treasury is still under that purchase duty, and the notes issued for it can draw gold.

This is not an open mint at 16 to 1. The duty is repealed in 1893. The statute that defines the dollar as gold is 1900.
