Bimetallic dollar in force
In 1796 the Coinage Act of 1792 is already law, at a mint ratio of 15 to 1. France is still on the assignats. England has not stopped gold payout.
The Coinage Act of 2 April 1792 made gold and silver legal tender at a fixed mint ratio: fifteen ounces of pure silver to one ounce of pure gold. That statute is already in force. It does not change again until 1834.
In France the assignats of 1790 are still the revolutionary paper. In England the Bank has not yet stopped paying gold. That stop is February 1797.
