Private gold holding returns
Statute again allows Americans to hold gold bullion. Convertibility does not return.

Americans had been barred from holding monetary gold since the 1933 recall. Licenses covered industry, dentistry, and art. At the end of 1974, statute again allowed citizens to hold gold bullion.
That restored a private holding right. It did not restore a public convertibility contract. The official window for foreign treasuries had already closed in 1971.
